CHARLIE WHARTON:
Charlie Wharton is the Basic Training Coordinator for the South Dakota Law
Enforcement Training (LET) Academy in Pierre. Before to going to work for LET in
the summer of 2004 he served for five years as a Police Officer for the Pierre
Police Department and was assigned to the Pierre School District as a School
Resource Officer.
Prior to working full-time with the Police Department, Charlie served as a
minister in Kansas, Colorado and South Dakota. Charlie and his family; wife,
Jeane, daughter Mandi and son A. J. moved to Pierre in 1992 to work with the
Madison Avenue Church of Christ. In 1995 he became involved with the Police
Department after being appointed their Chaplain. In 1998 he was trained to
become a Certified Reserve Police Officer; then in the autumn of 1999 he was
hired full-time with the Police Department.
Following the development of a Suicide Prevention Committee in 1998, Charlie
worked with that committee in general; however, was specifically active with the
Crisis Response Team which meets to assess the needs of the community following
a crisis. He is also a member of the local Critical Incident Stress Management
Team which works with Emergency Personnel who respond to disasters and crises
and is certified to instruct in the Group Crisis Intervention. Charlie worked
with Law Enforcement personnel following the Grand Forks, North Dakota floods in
1997 and spent a week in New York City with the NYPD in January 2002 following
the attacks on the World Trade Center. Charlie was able to assist with
organizing the Central South Dakota Teen Court and is still active in the
proceedings.
Charlie has been a presenter at the International Conference of Police Chaplains
Annual Training Seminar and the National Sheriff’s Conference. He is also a past
president of the Pierre Kiwanis Club and is on the Board of Directors of Capital
Area Counseling Services.

Minutes of the Annual Business Meeting
Wednesday, October 3, 2007 • Aberdeen, South Dakota
President John Irvine called the meeting to order at 2:54 p.m. Board members in attendance: John Irvine, Mary Masten, Brad Hartmann and Brittany Smith
Motion was made Mary Masten, seconded by Vic Waters to approve the minutes of the semi-annual meeting held May 3, 2007. Motion carried.
Motion was made by Mary Masten, seconded by Jim Belleweg to approve the year to date financial statement, as of August 31, 2007. Motion carried.
Motion was made by Mary Masten, seconded by Roger Bell to approve and authorize payment for the 2007 SDML annual dues in the amount of $2913.00. Motion carried.
Motion was made by Roger Bell, seconded by Jim Belleweg to approve the agreement with the SDML – Provision of Services to Affiliate Organizations, SoDACE. Motion carried.
Election of Officers was held. Per the association by-laws, the current board members will move up a position, vacating the secretary position.
Mary Masten nominated Jim Belleweg as secretary, seconded by Brad Hartmann that nominations cease and Jim Belleweg be voted in as the association secretary. All voted aye.

The association recognized Mike Roth for his dedication to SoDACE and wished him well with his retirement.
Those in attendance also thanked John Irvine for a job well done on the board.
With no further business, motion was made by Mary Masten, seconded by Brad Hartmann to adjourn the meeting at 3:10 p.m.
Speakers at this session were Paul Merriman on What Fire Hazards to Look for During Inspections and John Irvine on Procedures for Adopting and Enforcing the 2003 International Code for Abatement of Dangerous Buildings.
